2004年總統大選前，陳水扁總統提出，將與原住民建立「國中有國」的新夥伴關係。隨後，漢人蘇榮宗向台糖承租六公頃農地，在高雄縣大寮鄉廣招原住民朋友進駐，試圖建立一個獨立的「高砂國」。但這些只想要在平地也能擁有群聚部落生活的無辜原住民，卻成為有心人士掌上的棋子，辛苦建立的家園，因為政治、法律等問題而遭強制拆除，最終飄散四方、流離失所。人民的天真面對著國家機器無情的政治手腕，在導演蔡一峰的鏡頭下，顯得真實且悲淒。

In 2004, former Taiwanese President Chen Shu-Bian announced that the relationship between the Taiwan and the Indigenous Peoples is the relationship of nation in nation. An Aboriginal community believed it and built a community called the State of Kaosha. But The Government decided to act, demolished illegally-built houses there, and caused almost 270 families become homeless.
